• Baseline metrics are available for cycle time, effort, and compliance exceptions.
• Source data quality is documented, including known gaps and manual workarounds.

How to score

• Ready: all five checks are complete and evidenced.
• Conditional: three or four checks complete with a remediation plan.
• Not ready: two or fewer checks complete; discovery work is needed first.
